Comprehensive Economic Development Strategy (CEDS) - 2008 

Greater Eastern Oregon Development Corporation (GEODC) receives a planning grant from the U.S. Department of Commerce, Economic Development Administration, to administer the federally designated Economic Development District that includes Grant, Gilliam, Harney, Malheur, Morrow, Umatilla and Wheeler Counties .  As an Economic District, GEODC annually prepares the Comprehensive Economic Development Strategy (CEDS).
